Options for College Student on Medicaid: Moving Out of State, No School-Based Insurance

My daughter (who turns 18 this July) is on Medicaid in Maine. She was accepted to a college in Vermont that doesn’t offer school-based insurance. Vermont Medicaid seems to be an option, but it’s less than ideal for someone who’ll ultimately be spending time in two states.
She qualifies for Special Enrollment, but because we qualify for Medicaid, she doesn’t qualify for subsidies in the Vermont Marketplace.

Does she have any options other than Vermont Medicaid or full price Marketplace / private insurance?? Unless Vermont Medicaid is truly the best option, I’d be willing to use loans to pay for insurance in Vermont if the cost were reasonable and coverage was sufficient.

(Oh yeah – somehow we have to figure this all out by Friday. Yes, I should’ve started researching months ago, but only very recently has she gotten serious about this school.)
