Problem with Obamacare/healthcare.gov policy being automatically renewed without my consent to enroll in one of their policies

So at the end of last year I filled out an application on healthcare.gov to see what my options were. After viewing how high the premium payments would be with a super high deductible plan each month, I decided to not enroll in a plan for 2022 as it was unaffordable.

Then I received a letter in the mail mid January stating that, “since I had not signed up for a plan, they automatically enrolled me in a plan so I didn’t have a gap in coverage.” The exact opposite of helpful.

Though I have been able to have the coverage they signed me up for without my permission terminated, I can’t seem to speak with anyone who can help me retroactively cancel the auto renewal for January. So basically come time to pay taxes next year I will owe the government about 400$ for the month of January because they decided to enroll me in a health care plan without my consent. Wondering if anyone else has experienced this problem and was able to successfully resolve? not sure what to do after hours on the phone with healthcare.gov representatives.
