Qualifying for Medicaid (Nevada) as a Sole Proprietor

My father just had a stroke with no insurance, so I’m desperately trying to get him into Medicaid or at least somehow get him on an insurance plan offered through the exchange. He owns a small business that barely makes any money and functions on a project basis. For example, he’ll take on a job that pays $500,000, but costs him $480,000 over several months to complete.

According to the Medicaid navigator at the hospital for which he received care, any income received in the month of February (whether it was for work performed in previous months or not), is considered income for Medicaid purposes. He was hospitalized with a huge bill in February and he just happened to receive a big check in February for a multi-month project that was completed in December of last year. The expenses he’s realized in February do not bring the revenue he’s realized in February down to the Medicaid income limit.

Am I being told the correct information? For his 2020 tax return, his sole proprietorship operated at a loss and it’s looking like that’s going to be the case for 2021 taxes as well.

What can I do and who can I contact for help getting him qualified for Medicaid?
