Question about having 2 insurance plans

I have Medicaid but I was also able to be added to my partner’s insurance plan through their job (we did this because I need to see an out-of-state surgeon). I thought that normally Medicaid acts as a secondary plan, but my partner’s plan (Anthem) doesn’t work with Medicaid so Medicaid would be my primary, and Anthem is secondary.

How would this work if I see this doctor who is out of network for Medicaid, but in network for Anthem? I’m just wondering if the bill I’ll have to pay through Anthem is going to be higher than it would have been if I didn’t have Medicaid as my primary.

I talked to a rep with Anthem and they seemed to think that I would receive a higher bill since Medicaid will receive an out of network bill, which will then be sent to Anthem. Anthem will cover it as in network, but the bill will be higher since it was originally billed as out of network to Medicaid. I’m just confused, I was thinking that since Medicaid is out of network since it’s a different state, it would just go straight to Anthem as in network, but I don’t know how this works.
