Sign up for COBRA only if I need it?

I won’t have health insurance for the month of November due to leaving my job and starting a new one. It’s just the one month. (Old coverage ends 10/31, new coverage starts 12/1.)

We don’t use our health coverage very often so chances are we won’t need it for the month of November. But I definitely want protection in case of something serious. Since you can sign up for COBRA retroactively, is it okay if I just don’t sign up for COBRA unless one of us gets really sick, in which case I would sign up retroactively? Is there any risk to that? The cost is $735 so I don’t really want to pay it unless we have to! Thanks!
