Super confused about COBRA under ARPA

Hi all. I was laid off from my job recently and offered COBRA—from what I understand, it should be covered for free until September. However, when I went to enroll, I was still seeing a cost. I tried calling them directly and the woman on the phone straight-up just said she didn’t know what was going on with the bill.

Can anyone help me understand what’s going on? Should I go ahead and enroll? I’m chronically ill and really need to have health insurance, but my deadline for ACA is next week if I don’t make a choice regarding COBRA.
