Was told I don’t make enough for healthcare discounts or tax credits?

I was really excited to finally be filling out for a healthcare plan only to be told I don’t meet the requirements for discounted benefits. I’m totally flabbergasted. I make 9 dollars an hour and I have two dependents who don’t need coverage because they are on Medicaid. Thinking I filled something out wrong, I called a representative that asked me what i was estimated to make for the year 2022 and she said I don’t make enough to qualify for any sort of help. How is this possible?? She said the requirement is that people at least make 21,000 in a year and I’m under that. But since when is not making enough a penalty. I have two coworkers that make around the same I do and they both qualified for the tax credit. I’m just really confused as to how I don’t qualify.
