What does 17 annual pay dates payroll deduction mean?

Helping someone who’s getting part-time work as a tutor employed by a public school district. The cheapest plan says $272, which would be like a quarter of their take-home pay if monthly.

This person is currently uninsured, 21 years old. If this is monthly premium, do you think it’s worth it? Idk what advice to give. She has some student loans to repay and this might be her only chance to get ANY insurance for a while.
