Workman’s Compensation / Orthopedic / Medi-cal [california]

I’m wondering if this is standard procedure for workman’s comp, and/or if medi-cal (free california plan for low income workers) is better:

As I injured myself at work, I went to the Sansum “Occupational Medicine” MD, MRO doctor with workman’s compensation. My knee is not in a horrific state, it’s only that when I use it bent it is really vulnerable to something that causes sharp internal pain and swelling, last time it lasted 13 days, after a simple bent knee movement. This is exactly what I had 10 years ago and on my parents insurance I had a torn meniscus surgically repaired.

The occupational doctor diagnosed me with runners knee. He mentioned that he is peer reviewed by someone at workman’s compensation and basically has to go through this process: a week of rest, physical therapy etc. before he can prescribe an MRI, which could lead to surgery. I’ve done rest and physical therapy before, so I know it won’t fix the issue.

Has anyone been to an orthopedic surgeon on workman’s comp? Should I demand an orthopedic surgeon visit? If I see an orthopedic surgeon with medi-cal will that be better?

If anyone finds this asking for advice, it seems like avoiding occupational doctors and trying to go to an orthopedic surgeon is the best bet–an orthopedic doctor can diagnose, but can’t do surgery, so, that would be second best.

It also seems like workman’s compensation is trying to avoid paying money, which is actually costing money in the long run.
