X-ray needed before MRI for insurance purposes?

My issue is joint pain from exercising and my doctor ordered both an X-ray and MRI. From my understanding MRI would be superior. Is it the possible the doctor ordered both because many insurance companies won’t pay for an MRI until an x-ray has been done and bone issues have been ruled out, since an x-ray is a lot less expensive than an MRI?
