Applying for Medicaid, but what will be my options if I get denied after open enrollment deadline.

I will try to make this as clear as possible. – I left my job in June – I don’t get any unemployment benefits as I quit voluntarily (no judgement on this please) – I didn’t sign up for Cobra or any other insurance plan after that as I was leaving the country to stay with family – I am returning to the US in January and want to sign up for health insurance during the open enrollment period – When trying to sign up for private insurance, I was told I might benefit from Medicaid since I currently have no income. I also have no prospect for a job so no foreseeable income when I return. – my Medicaid application is currently pending

My question is: if I don’t get a firm answer on my Medicaid application by the end of open enrollment (December15th), and then it is denied, what do I do? Any advice would be welcome. I’ve always had insurance through my employer and I am so lost right now. I need to have health insurance for 2021 and don’t understand everything.
