Blue Cross vs Cigna

Can anyone provide me any information about the Cigna Connect 700-4 insurance plan? I currently have BCBS Silver S04S, Network S and it’s great, but the premium is going WAY up this year (up to $240 from $100) and the Cigna plan is only $23 a month after my tax credit.

The Cigna *looks* like it’s virtually the same with the same doctors (minus the doc at my sleep center) and the same meds, although my BCBS has no deductible and $600 out of pocket max and the Cigna is $700 deductible and $700 out of pocket max (but that deductible just ends up covering the OOP, right?), but if there are horror stories about Cigna insurance, then it’s something I definitely want to avoid.
