[California] Can I go back to my old insurance after I changed to a new insurance company?

So my parents recently changed insurance from Health net to Blue shield. They went to one of those covered california offices that helps them thru the process since they don’t speak any English. They mainly switched because the premiums were going to be higher and blue shield’s premium were lower. When they were covered by health net my mom needed to take a specialty medicine which needed some sort of authorization. They forgot to factor that into their decision making process before making the switch to blue shield. Now they are in the process of seeing if blue shield will cover the medicine that my mom needs. Healthnet still sends invoices and my parents were just told not to pay and their plan will be canceled. I was wondering if they could continue paying the healthnet plan and instead cancel the blue shield plan that they enrolled for this year.
