Do I have to pay COBRA if I’m not using it?

I left my job in February and at the time elected for COBRA because I didn’t know there was a 60-day waiting period. I didn’t hear anything about it from my company until yesterday when I contacted HR and told them I wanted to cancel COBRA as my new insurance benefits were kicking in today. They confined it would be canceled. Then, today I woke up to an $800 invoice from the company – my question here is: do I have to pay it? I have been researching and can’t find a good answer. It seems like if I didn’t pay coverage would be cancelled, but I already elected to cancel. Would anything happen if I didn’t pay (like owe later or be sent to collections). Thanks!
