so confused about who qualifies as a dependent?

My daughter is 20 and I’m trying to sign up through healthcare.gov (In Virginia)

it’s asking me if I will claim her as a dependent on my 2021 tax return, but I thought after the age of 19 you can no longer claim your children as a dependent? She is not in school and is currently working a full time job that does not offer health insurance.

My husband and I file our taxes jointly, and last year we had all 3 of us on the same plan. I’m just confused if I can claim her as a dependent or not – one thing I read says she can be claimed as a dependent if she is a full time student, and another thing I read said that she can be claimed as a dependent if she is under 26 without being a student. So confusing!
