Backdating cancellation

Hi everyone this is long and I’m doing it from my phone so please bear with me.

April 2021 I signed up with the marketplace through a broker. I got Florida blue insurance. It was okay insurance for the price.

In November 2021 my spouse (not married) told me his employer would have open enrollment and they would allow me to get coverage on his insurance cuz of how long we’ve been together. His employer uses United Healthcare. The coverage would start January 1st, 2022

On December 6th, 2021 I received an email from Florida blue to call this 888 number to make changes/cancel my plan before the December 15, 2021 deadline. So I went ahead and called the 888 number and told them I wanted the plan cancelled on December 31st, 2021 due to receiving coverage from my spouses employer. They tell me that they would send the termination letter to Florida blue.

I immediately send Florida Blue a message through their app portal about this cancellation and they tell me they haven’t received it yet.

On December 10th, I called the 888 number once again to make sure the termination letter would be sent. They tell me it could take up to 10-14 business days for Florida Blue to receive it.

So on December 22nd I reach out to Florida Blue about this and they go ahead and cancel the automatic payments on my account while they still wait for the termination letter.

I saw my cardiologist on January 4th and the claim was processed by United Healthcare. This led me to believe that the cancellation went through.

However, a few days later I received an email from Florida Blue about a missed payment. I found that they had not received the termination letter from the 888 number.

On January 13th, I called the 888 number once again and the person I spoke to said they apologize that the termination letter was not sent yet and that they would send it that day and gave me a call confirmation number.

On January 17th, I called Florida Blue directly to ensure the plan was in the process of cancelling and was told it would take 10-14 business days.

So I figured both parties knew I wanted to cancel as of 12/31/2021. And continued on in February seeing my doctor, getting blood work done, and my liver MRI.

A couple of weeks after I get notified from United Healthcare that those claims were denied (even though the liver MRI was pre authorized) due to me having another health insurance on my coordination of benefits.

So on February 28, I called Florida blue about this once again and the woman I spoke connected me to the marketplace and cancelled the plan there. I was told because I had not made a payment it would retro-cancel back to 12/31/2021. So I figured all was said and done. I reach out to United Healthcare about this and they continued to try to fix the coordination of benefits but it kept showing I stopped coverage on 2/28.

I call Florida Blue on March 4th about this and they connect me to the marketplace. The marketplace is currently conducting an investigation that could take up to 30 days. But the claim they haven’t received calls from me about this.

Since the marketplace claimed they did not receive any calls from me I felt the need to prove I reached out. I get out my call logs and find out the 888 number is not the direct number to the marketplace but it was called the “American Health Marketplace”. So I decided to call them on March 7th. I get told a manager would call me back later on in the week. So I let it go until March 11th and call the 888 number again. I happened to get the same gentleman I spoke to on January 13th and was told that the cancellation/termination letter was set up on December 8th but it was never sent. Then he included that they are not the marketplace but the “middleman”, the broker company. So at this point I’m frustrated and ask to speak to a manager/supervisor. I was told a manager would call me back before 9 P.M. and no one called me back.

On March 14th I made a call and got through to a supervisor. Who gave me the speech about how they are the middleman and don’t cancel plans. Which I said was ridiculous because why didn’t anyone tell me that until this very moment (they had 3 different times to tell me this 12/06,12/10, and 1/13). She then tried to say I should have contacted Florida Blue about cancellation. Which I think it was clear to Florida Blue at the start of this that I wanted to cancel, if it wasn’t clear in the online messages that I no longer have access to, it should have been made clear with the phone call on January 17th. But also, Florida Blue were the ones to provide the 888 number to make changes and cancel the plan.

I plan on going into the Florida Blue office today to speak to someone in person. Because United Healthcare will not pick up those claims until the plan states 12/31/2021 as cancellation and I will owe over $2k in medical bills if that doesn’t happen. I’m chronically ill and trying to get a diagnosis. Does anyone know where I have to go to get this situation fixed? Is Florida Blue the correct place to go? I’m extremely frustrated by this situation and this insurance stuff is insane to navigate. Any advice is appreciated.
