Currently trying to enroll my two adult children and myself on a plan through Pennsylvania’s Insurance Exchange, Pennie.
My 21 y.o. daughter works part time and goes to school part time. Her income is about $7000 per year. The system is not allowing me to add her to my plan saying she isn’t qualified. I called the customer service line, and they told me if she files her own tax return, she won’t qualify to go on my plan. I pointed her to this FAQ on the site: https://help.pennie.com/hc/en-us/articles/360050370534-How-do-I-get-or-stay-on-a-parent-s-plan- which explicitly says:
You can join a parent’s plan and stay on until you turn 26 even if you:
- Get married
- Have or adopt a child
- Start or leave school
- Live in or out of your parent’s home
- ***Aren’t claimed as a tax dependent***
- Turn down an offer of job-based coverage
One would also assume if you have turned down an offer for job based coverage you would be earning enough to file your own tax return. Would someone here that is more familiar with the laws for coverage in Pennsylvania and/or the ACA please help me understand?
If my daughter should be able to be covered, what’s the next step I should take? (open enrollment, unfortunately, ends tonight).
