Anthem Blue Cross keeps putting up unnecessary barriers to getting my medication

I suspect that Anthem Blue Cross is intentionally making it more difficult to get a medication that I will need for the rest of my life. My previous insurance, Blue Shield of California, never required prior authorization to my knowledge, or it was handled without me having to do any footwork. It seems like every time I need a refill, Anthem is making me jump through hoops. They are claiming that the FDA is requiring my doctor gets prior authorization every year, and that it’s my responsibility to make sure that happens. I’ve found nothing online supporting their claim that it’s a FDA requirement. All the industry journals say it’s a cost-cutting strategy by the insurance companies. Am I wrong about this?
