Applying for Health Insurance for the first time in the US (Georgia/Marketplace). Questions about credits and discounts and Medicaid. 28m

I’ve been living in Georgia since May 2021, and haven’t had health insurance yet. Actually this is the second time I apply, I was unemployed the first time and put my income as $0, I tried applying that way and found that all plans were out of my budget.

I’m also not used to the way health insurance works here. Before moving here, in my home state, I was receiving Medicaid (based on my income) where everything was free, and before that I was on my parent’s plan, where (I assume) they paid a premium and we just paid copays (like $10 for Primary doc, 12 for a specialist, $1 labs, free X-rays, no referrals needed 99% of the time), and pretty low prices for medicine (most expensive was $20). From what I’m seeing there are no plans like that in the Marketplace.

I read that there are credits/discounts available for people with low income but you have to make a specific amount of money in the year? I also read you can overestimate your income in order to qualify for said credits.

My questions are:

What’s the range of income I need in order to qualify?

I assume if I make over that range, I will be asked to pay those back, but if I make under that range would I still have to pay them back?

What steps should I take to get good health insurance? I would also need vision and dental.

Do I qualify for Medicaid in Georgia?

I’m currently unemployed (because of health issues, which have gotten better so I will be able to get a job soon) and I’ve never paid IRS taxes (never made enough/lived in a place I didn’t have to).
