Are multiple employer plans designed to have a similar total cost of risk id the OOP max is reached?

I’ve worked at a top 5 retail shop but on the P&C side. Have been married in the last year and we are expecting our first child next year, so first time I’ve looked at the granular of a PPO vs HDHP.

When comparing my new employer’s three options and planning for delivery, it looks like between premiums and OOP max all three plans come out to within $1,000 of each other for total costs for us for the year, all in the range of 20% of my salary.

When looking at my former employer’s, it’s also set up similar. I know options allow the EE to assume different levels of risk, but are they really if the total OOP costs are the same for each option? Assuming OOP max reached.

Are group plans intentionally designed this way? Or is that just a coincidence?

Edit: Louisiana, 32. Not disclosing income b/c people close to me know my handle.

Examples:

PPO 1 – $1,000 deductible, $10,000 premium for 12 months, OOP max per family is $3,000, so $13,000 total costs for us.

PPO 2 – $2,000 deductible, $9,000 premium for 12 months, OOP max per family is $4,000, so $13,000 total costs for us.

HDHP – $5,000 deductible, $7,000 premium for 12 months, OOP max per family is $7,000, so $14,000 total costs for us.
