Can I be exempt from the California penalty for not having healthcare if I’m a legal resident with healthcare insurance in my country of citizenship?

Long story short but husband and I are trying to figure out how to get an exemption for paying the penalty for not having healthcare in 2020, in CA. Is there a chance that I can get an exemption for having healthcare in another country?

I hold two passports (dual citizenship) and I have universal healthcare/insurance in both countries where I can literally send the bills back home and I’ll get reimbursed quarterly. Thanks for any last minute help!
