Can I buy catastrophic insurance outside of the marketplace (Oregon)?

I don’t qualify for APTC because my husband is offered health insurance through his work. They pay half for him but for me to get on that insurance I have to pay full price at $400/ month. Our monthly gross income is about $4,400, and with already paying $200/month for his insurance, this is obviously a huge burden.

The least expensive plan I can get through the marketplace is $335/month. I don’t qualify for catastrophic plans because I am over 30 (and I am exactly 30). I looked into getting an affordability exemption for catastrophic coverage since the employer insurance I am offered costs more than 8.16% of our income but I don’t seem to qualify for that either since the marketplace offers plans that are (just barely) under that amount.

Even at $335/month, we would have no money left over to pay for healthcare costs so I would be getting a plan I can’t use. My insurance agent couldn’t offer anything else and made sure I knew there was no penalty if I chose not to buy health insurance.

My question is, is it possible to buy a catastrophic health plan with a lower premium outside of the marketplace? More generally, are there any other options for someone in my position other than not having health insurance?
