Can my wife and I get Covered CA separately? It seems cheaper that way

According to the CoveredCA.com’s shop and compare tool:
If two people make $35000 each, Kaiser Bronze 60 coverage is around $160/month each. But if those two people get married, and their income becomes $70000, the same coverage becomes around $442, which is much higher than if they filed separately. It is like this for all other income levels.

I asked on their chat support if this was correct, and she said that it was, and that it would be illegal for a married couple to file for CC separately.

Is this correct? Am I really penalized for being married?
