Can you be billed for asking questions? PCP wants me to schedule an appt to ask questions

I was trying to ask my primary care physician (PCP) a few questions, but she said I needed to make an appointment with her, in order for her to address these questions. Specifically, I had questions about birth control, such as “Can you prescribe birth control pills?”

Anyway, I was wondering what that appointment would be billed as in my insurance? So I can check if asking questions is covered by my insurance?
