Change in coverage issue

This is kind of confusing, I hope someone here can understand what happened and what, if anything, can be done. And I apologize for formatting, on mobile. I started a new full time job at “office” in late August. I had Capital Blue health insurance through my previous job at “store”, and my daughter was covered through my plan. I didn’t “quit” the store exactly- I stepped down out of my full time management position into a very part time role working once a month for the store. This change was officially made on 9/12. My insurance at office through BCBS wasn’t going to kick in for myself and my daughter until 10/1. I knew that when changing from full time to part time at store I had 30 days to end my benefits, because I’d seen other employees step down, never change their benefits and continue to get charged for and hold benefits. I wanted to keep my benefits through 10/1 at store to ensure my daughter and I would be covered. I called the stores HR to make sure I could do this, and they assured me that my benefits wouldn’t end until I ended them myself and that they’d just take money out of my monthly paychecks and bill me the remainder. They even sent me an email reiterating this. I worked for store on 9/12 and on 10/10. My paystubs from those dates show that I was charged for my insurance on both days, the normal amount on 9/12, and then my entire 10/10 paycheck went to insurance which made sense because I hadn’t paid in for 4 weeks. My daughter had a pediatrician appointment on 9/29. I went online and ended my benefits from store on 10/1 as planned. The other day, I got a letter from the pediatrician’s office saying that capital blue had refused to pay the $200 bill from 9/29 due to lack of coverage. I called Capital Blue and they informed me that my coverage had ended on 9/13. When I asked why they told me to contact my employer. I called the store’s benefits line which is through Mercer and told them this whole story. The girl was very confused and unsure what to do, put me on hold several times before letting me know she’d escalated it and I should hear back in a week. I don’t really have high hopes that they’re going to fix it. So basically ive been paying into benefits that I didn’t have, ive spent $160 so far to keep my benefits without actually keeping them. Where is this money going if my coverage ended 9/13? Is this capital blue’s problem or store’s HR’s problem? What else should I do if the person I talked to doesn’t fix it? At this point I don’t really care if capital blue pays my pediatrician bill, or if store reimburses me for all the money towards insurance and I pay the bill myself, but I refuse to pay both. Thank god it was just a routine ped appointment and not a hospital stay or something.
