Changing insurance during spouse’s open enrollment

My spouse and I have open enrollment in different times of the year (November and April). We are currently on different health plans, one on each of his/her employer’s plan (due to some special coverage my spouse’s plan has). However we would like to have both of us go under my health insurance since it will be cheaper, as we figured out. Is there an easy way to do so? For instance, comes November, can my spouse decline health insurance in the open enrollment period, so that it will be considered as a life changing event? (And then I can add my spouse on my plan for losing health coverage) Or did it not work like that? What would be the way to go in this case?
