Changing to Cobra insurance right after gallbladder surgery – which gets billed?

[Missouri] My boyfriend’s father recently got laid off so will be switching from BCBS to Cobra at the end of this month. He found out last week that he needs surgery to remove his gallbladder. He’s debating whether or not to wait until after Cobra kicks in. I imagine his current insurance provides better coverage, but he’s worried if he gets the surgery while still under BCBS but they bill him after he’s on Cobra it will get denied coverage from both companies. If he has an active insurance policy for the procedure that’s who will be billed, right? They can’t deny coverage afterwards? Thanks in advance.
