Charged for an office visit for first time appointment to get a shot I’ve been getting?

So, I get a birth control (depo) shot every few months but went back to school this year and couldn’t make it back home in time to get my shot a month ago. I reached out to the student health center at my university and they said they do that all the time, just have my current MD fax info on my previous shot record.

I have medicaid and my student health center does not take Medicaid, but I was running out of time to get the shot so got an appointment set up, and just went and got it. Their website says they charge $10-15 for routine shots. At the appointment, they asked me a few questions and had me fill out some questionnaire at a kiosk while I was there but I just kept repeating “I’m just here to get my shot.”

Now, I am being charged a very hefty amount for an office visit in addition to my shot. I called billing and said I didn’t receive an office visit, I just had a shot. The woman said that’s basically just how it is for my first appointment and the office visit is for the time I spent there. I asked if anything else can be done and she said something about how she can request a review but “nothing is going to happen because it was your first appointment.”

I was never informed I would be charged an office visit—if I knew I would have worked harder to find a clinic that takes Medicaid or had a nurse/doctor friend administer it. I asked for a review to be done but I’m not sure I have any standing at all, or if I’m being unreasonable. Any thoughts/suggestions?
