Does my BIL Qualify for Marketplace Plan?

I’ve already helped my brother-in-law submit an application on Heathcare.gov and the website says he’s eligible for a special enrollment period… but I’m worried about what “losing qualifying health insurance” actually means. He quit his job in August 2020 and now has a new job at a 40% pay cut of his previous job. He checked “yes” when it asked if he lost qualifying health insurance, because his old employer DID offer a plan but he hadn’t enrolled. He planned to enroll in it during open enrollment, but of course had to quit before he reached that point. To sum up, he would have been eligible for job-provided health insurance but was not actively enrolled when he quit.

Does that mean he lost qualified health insurance since he was ELIGIBLE for it, or did he have to be enrolled in it for it to be considered lost coverage?
