Emergency Medicaid in TX, FL, and CA

I’m trying to better understand Emergency Medicaid coverage in Florida, California, and Texas. The “Emergency” is defined as a “sudden critical health condition”, but I have not been able to clarify what this covers exactly. No one seems to have a clear definition or guidelines. I’m mostly trying to figure out how Emergency Medicaid plays into cancer care. For example, are their situations in which chemo, surgery, radiation can get covered under emergency Medicaid? Is metastatic disease considered a “critical health condition”. I’ve tried reaching out to financial dept, case workers, Medicaid dept, etc and no one seems to have much more information. Would appreciate any experts on the matter or patients with experience in these states!
