Female health insurance premiums higher than men’s?

Title pretty much says it. My sister just got offered a job, but when they gave her the benefits package it separated men and women by ages. The premiums for younger women were twice as high as for the same age men. Is this typical or even legal? She is in Washington state.

I asked this is r/legaladvice, and it was suggested I post here also. I could use any advice to give her, especially if indeed it is illegal and she takes the job.

Here is the table she was given (she was told the company covers half): http://imgur.com/gallery/M7YyKWl
