For a 1/1 renewal, when can an employer expect plan rates from broker?

This question may be better for the HR sub, but I figured I’d start here in case there are any brokers who may be able to provide insight. For a January 1st renewal date, what is a reasonable expectation when an employer can receive pricing/ plan information from their broker?

I’m HR for a mid-size company, HQ in California (less than 500 employees). We have employees nationwide and offer United Healthcare and Kaiser plans for medical. Each year the information from our broker gets pushed later into the year. This year, we met the last week of October, and he told us it was still early to have rates for a 1/1 renewal.

It seems like other companies always have their rate information way before we do so I’m wondering if this is normal or not. It makes it hard to confirm OE details without rate information. Then the later we get the rates the more we have to rush in order to get things in place for OE.
