HDHP costs $5500 less in premiums but deductible is only $2800 higher – does it make sense?

Offered two plans by a new employer:

Plan Annual premium Deductible Max out of pocket HDHP+HSA $1,200 $3,700 $6,500 PPO $6,700 $950 $5,000

The co-pay is largely the same, with the exception of:

Generic drugs: flat $10 for PPO vs. %20 in HDHP. Office visit: flat $30 and $50 (PCP/specialist) for PPO vs. 20% for HDHP.

However, in all scenarios I simulated HDHP comes out cheaper because of the very high monthly premium.

We are largely healthy (fortunately) but do use office visits, so we do not expect to reach the max out-of-pocket.

Is there something I am missing?
