Health Insurance for Nomadic 19 year old son: which state and how do we do this?

My 19 year old son is in a wilderness treatment program and will likely be a wilderness guide for the next few years. We aren’t allowed to put him on our health insurance as a dependent since he’s not in college. His legal residence is California (bay area) only because that is where his dad lives and where he got his drivers license. I live in Tucson. I went on the exchange and he qualifies for medi-cal in California but there is no network available for out of state coverage, only emergency ER type coverage. So I guess we need to buy him insurance off the exchange? I don’t understand how to start this research. We could try to change his state of domicile to one with better coverage and cheaper rates? He has specific medical needs (mostly mental health type coverage needed) but given his high risk activities (mountain biking, big wall rock climbing, whitewater kayaking) we need good coverage. Is there a broker I can work with without getting a million spam calls which is what happened the last time I put my phone number in a “find a broker” site, when I was looking for coverage for myself when I became an independent contractor? I’d be willing to pay $$ for good coverage for him that covers a national network easily, since his location will vary and he may be living in a “van down by the river” LOL while he climbs etc.
