health insurance questions

So, I am 23 living in New York. My dad wants to take me off of his health insurance plan. Which is whatever, I make my own money and can afford it. The problem is, open enrollment is not until November. I told him if he takes me off, I won’t have insurance for a few months but he seems not to care. His reasoning is that the health insurance companies will fine him. He says it is because I make my own income (and so does my sister), and they will fine him because we are under his insurance when we can afford our own. Is this an actual thing? He made a whole deal about it and started yelling at us until we were at the point of tears, but I know some of my peers around my age that also make their own income, live on their own, and are still on their parents insurance? What should I do? Will he really get fined?

Sorry it is kind of a dumb question. I never understood health insurance and my parents are immigrants, so they too do not fully understand it. Thanks in advanced.
