How can my copay be twice as much as the full retail price at the pharmacy?

I have diabetes and have been buying test strips for my meter without using insurance. I just checked into getting them through my plan. The only meter they cover happens to be the one I prefer, but the copay on the strips is $70/month (falls into the “preferred brand name” tier). I’m currently buying them over the counter at Amazon or Walmart for about half that price for the same quantity. I am careful only to buy ones that are not sold by third-parties. The local Walmart is in network for my plan – and it would still cost double to buy them with insurance over the cost without. But if I buy them without using the insurance, the amount isn’t applied to my deductible and OOP.
