how do I reset my security questions?

I don’t remember the answer to my security questions and I called to reset them. They said they can only reset the password, but that my email address won’t work because it’s connected to a different account. I said I only have one account. They said I must’ve used that email in the past to reset the password and I can’t use it again. They suggested I make a new email address. I get all my healthcare marketplace emails sent to my main email, I don’t understand why I would need a new one just for that and why they can’t reset my password or security questions. This is very confusing. What do I do?

(I also tried two other emails that I sometimes use, and those wouldn’t work either)
