How do you know which insurance is primary vs secondary?

My spouse and I both have health insurance through our respective employers. Additionally, we are both covered by each other’s insurance as well (as dependents). So we are each under two insurances. No premium for either but had to get under hers initially when I wasnt employed. Coverage through my employer is significantly better than hers, so we only use my employer’s. How do you define primary vs secondary insurance in this case? Is it solely based on who your employer is? Or can you arbitrarily “elect” which one is your primary (and stick with that one)?
