Insurance randomly not covering one prescription refill?

My insurance is CVS caremark. I have a prescription that I get filled monthly. I am never charged for it. I got it filled on 8/21 as normal and just refilled on 9/15 to pick up. When I went today they told me it would be $50.91.

I called my insurance company and they said basically that since I have not made a single charge to my $2600 deductible, they were not going to cover the prescription this month so that there would be a charge for the year. They looked ahead and said that October, November, and December show that they will still cost me $0.

Overall this is just an annoyance for me, and I can suck it up and pay the $50.91 without a big impact on my budget. But I was wondering if this is normal? What happens if they decide to use something more expensive to apply this to instead?
