Is the covered california covid special enrollment period real or fake?

When I saw the news https://www.scripps.org/news_items/5916-special-enrollment-period-extended-for-covered-california-due-to-covid-19

it said that

The new special enrollment period allows individuals to sign up for coverage through Covered California without experiencing a qualifying life event, such as moving or loss of insurance. Anyone who meets Covered California’s eligibility requirements can sign up for coverage through December (2021), and coverage will begin on the first day of the following month they enroll.

But when I actually apply for Covered California through the application it looks like it does not exist, and I cannot find mention of it on Covered California. So is it real or fake?

For now the only possible solution I could think of was to put it as ‘other qualifying life event: COVID-19 national emergency’ ( they let me type anything in the ‘other qualifying life event’ box so i type in ‘COVID-19 national emergency’ but it seems very unlikely to work out)

Maybe there is some ‘workaround’ for this I’m supposed to figure out like a mystery puzzle game?
