Is this legal?

Hi, quick backstory:

Been having chronic health issues for 8 years. I was a government employee when it started, and had a phenomenal PPO. Didn’t get a resolution before I was unable to work, and now I’m stuck with the marketplace.

It’s looking like I will need surgery. Unfortunately many providers in my area have stopped accepting my Cigna plan, specifically the doctor I need to see (this is a complex case, hence not getting a diagnosis for 8 years).

So I based the entire course of my treatment on switching plans during open enrollment to to an Anthem Plan the doc’s group accepts. It meant 6 months of a lot of pain, but you’ve got to do what you’ve got to do, right?

Then when I go to enroll in it the Anthem plan is gone. In its place a similar, but slightly shittier anthem plan that the doctor does not accept.

However, for some reasons ONE county over the old Anthem plan is still available in the market place.

If I move to that county this weekend, and file taxes from that address in 2021 is it above board for me to enroll there?

I lost a full week due to an incompetent insurance broker, and I’m scrambling now. After keeping myself going mentally with, “I just need to make it to Jan 1, and then I’ll reach the light at the end of the tunnel” this has been crushing.
