Life qualifying event – spouse loss health insurance – enrolling on mine

So my wife and my two children are going to lose her health insurance by the end of this month (2 days from now) and I just enrolled her with mine but my employer is telling me it won’t be effective until September 1st. We are now freaking out that they will not have insurance for the month of August . We have two little ones so not having health insurance is daunting.

My question is, can providing proof that she has a loss of coverage give my employer to change the effective date from September 1st to August 1st? I work for the state so they told me the effective date begins when they process the paperwork and it usually starts on the first of the month. I submitted all the paperwork and proofs on July 28.

I thought loss of coverage is a QLE so she and my children will be covered August 1st… but HR is telling me otherwise. I am really worried and any insights or advice from here would be greatly appreciated!!
