Need help navigating Covered CA/MediCal as a 30 year old dependent

My sister recently graduated from PT school and has not been working while in school so my parents have been claiming her on their taxes. She recently graduated and is not longer able to get the insurance through her college so is looking at insurance through the healthcare exchange. She doesn’t have an income as she is newly graduated and is still not employed. My question is, does she have to claim my parents income under the household income portion? If she does, her plan option prices would go WAY up. Any advice would be much appreciated. Thanks!
