New insurance offered through work means I have to turn down premium tax credits (cheaper insurance) and I’m livid.

My boss is trying to do the right thing by offering full time employees an HRA (Health Reimbursement Agreement). I’ve been reading up on what that means exactly and the more I know the more annoyed I am. My family has been on Medicaid since the start of the pandemic and while we don’t make a lot, I know we’re not qualified to stay on it and I’ve been shopping for a plan on healthcare.gov. Based on my husband and my combined income we are eligible for over $800 of premium tax credits per month, but my work is only offering $300 assistance a month for only me. Anyone out there have the full rundown on HRAs? Like can I seek insurance separately and have my spouse get on the marketplace to get a plan for himself and our kiddo? It sounds like he would be unable to use tax credits simply because I (not my whole GD family but just myself) am being offered “affordable” insurance through work. Am I wrong?

I want to turn it down and just go through the marketplace but I can’t because insurance is offered through work. Why shouldn’t a family without a lot of income be able to choose the plan that is best economically?!! I hate the healthcare joke of a system in the US.
