Non-Network Surgery

I was recently diagnosed with Kienbock’s disease and will require a very specialized surgery. I went to my primary care physician (in network) who referred me to a hand specialist (in network) who referred me to another hand specialist that deals with rare had conditions (out of network). I know that my insurance (Tricare Reserve Select) will cover 80% of the allowable charges but if the doctor is out of network they can charge whatever they want.

Since I’m in the National Guard, I declined my employer’s health coverage. Can I still pick up a second plan through the ACA and if I can should I since I sure this bill will be astronomical? Can I pick up a plan for a few months and then drop it or is there something else I can do to mitigate my damages?
