(NY, USA) So what do I qualify for given these finances?

Doesn’t look like the I qualify for the broad term “Medicaid”. I estimate an income of sub-$6000/yr as I’m in poor health. No home, no car, but at present, $25000-ish in cash/liquid investments, $8500 in Student Debt. The cash/investments part appears to disqualify me. If going through the marketplace, the average premium could eat up my entire income at $600/month, but do plans exist that cover preexisting conditions at premiums of $300-ish? Even then, my savings could be eaten up by deductibles.

Am I supposed to go and buy a car or home just to qualify for Medicaid?

I will not take any of your recommendations on what is suitable for me as financial or legal advice. I just want your advice and comments.

Also, if I do choose a private health insurance plan such as with Cigna or UnitedHealth in NY, will I be able to seek care in other states?
