Oscar refuses QLE

My Cobra ended in Jan22. On Jan 31st I signed up for Oscar HI for Feb22 start date. Oscar processed my request, I paid them, they sent me cards but said I had to submit paperwork proving QLE by Feb 15th. I sent them “Proof of Loss of Coverage” form from my Cobra HC provider. This stated the duration of the latest Cobra policy I had, which was 13months. The first 5 months of Cobra was a different policy. Oscar said the proof of loss of coverage document only showed a 13 month duration of the policy and that Cobra was 18 months. I tried explaining the nuance of my coverage changing during open enrollment but no one understood. Then I managed to get UHC to send me a form saying I was no longer eligible for Cobra. Oscar still calls BS saying that form doesn’t include dates or reasons from my employer that the policy was terminated. Meanwhile the 15th comes and goes so the next chance for me to get HC is for April 1st. Am I expecting too much to think my situation seems like it should be fairly routine? It is obvious to me Oscar, as a company, has zero ability to offer even the base level of customer care. The only phone call I managed to get back from them was an agent who claimed I was lucky to be getting a call back. Curious if anyone has had this issue or been in a similar situation. Thanks.
