Out of network doctor, strategy questions

I’m planning to see an out-of-network gyn at a university medical center for a consult. It will be one or two office visits. They and I know my insurance doesn’t cover anything out of network but they wanted my insurance info on file anyway.

Are they going to ultimately charge me more if they submit the bill to my insurance (unsuccessfully) than if they would just bill me as self-pay? Who do I ask to find out how I can get best price?

If I’m given a prescription for something that my insurance usually covers but the prescription is written by this out of network doctor, will my insurance still cover it? (And yes I would get it filled at an in-network pharmacy.)
