I have two HSA options I’m looking at via Highmark (DE). The ACA I can purchase via the Marketplace; the other is for a small group quote.
Am I correct in thinking that an ACA is fixed premium throughout the year, but that a non-ACA small group could be increased quarterly, at will, by Highmark?

This is all of the details I have from ACA and my agent helping me. Am I right that it is impossible to see the full policy until it is issued?
I don’t expect anyone on Reddit to read 2 policies !! But how can I make an informed choice? Especially if once the ACA window is closed I would have to choose a small group plan?
I’m looking for a catastrophic plan. Usually have very low year costs, although there are a number of surgeries doctors have been pushing me to get for years (like deviated septum) so I’m trying to be mindful of anesthesiologist costs (or do they skirt around insurance reimbursement?) or other costs that maybe advance one plan over the other.
Sorry for so many questions and grateful for any feedback, no matter how short or long.
