Possibly a stupid question…

…or just overly ambitious…

What would it take to start a new (or take over an old) health insurance company with the goal of providing prescription meds to people? Would it make more sense to make it a non-profit/charity organization?

I’m thinking medications like insulin, Xyrem (used to treat narcolepsy), asthma inhalers, epipens — things that people need to function on a daily basis, and especially the ones like insulin/epipens that ought to be so much cheaper than they are currently.

Funding would depend on the type of organization — of insurance, would need a lot of people making insurance payments and hopefully not spending too much on medical care. For non-profit, resort to ye olde asking for money, from private and public sources.
